The Yavapai County Jail Sales Tax renewal initiative

The sales tax initiative supported by the County Supervisors to bolster their budget for current operations anticipates an extension of a sunsetting sales tax created in 1999 and ending in 2020.
What is the need for this tax which affects businesses in Yavapai County perhaps adversely. The current supervisors sales pitch ” The tax amounts to only one cent on a $4.00 cup of Starbucks Coffee.”
The real issue is what is the cost of a $50,000 pickup or a $100,000 RV? Why are people from other jurisdictions and counties now coming to Prescott to purchase large scale purchases. What is the dollar difference to those buyers. What about a night out including dinner and entertainment at the college or the Elks Theater? How can we generate the most tax dollars for Yavapai County?

How can arrest and incarceration of adults be modified to reduce operating costs, projected as part of an $18,000,000 annual budget line item?
Why is the County trying to use a sales tax when it hurts business and real estate taxes apply to everyone in the county, why shift the burden to others after PSPRS tax levy commencing in 2018?
It was stated that the facility currently only handles felons, misdemenoner are not held longer than 4 days.
Food costs per day per prisoner are calculated at $0.87 per day.
Opinion- Your Blogger- In a situation involving juveniles between the ages of 10-15 and juveniles with ages between 16 and 18 what should the procedural process be for each class of offender?
Question 1, Can the county identify members of each class before the May 2018 vote?
Question 2. What is the current cost of maintaining the current facility located in Prescott, AZ?
Question 3. Are any other facilities used in maintaining offenders from Yavapai County?
Question 4. After arrest by the sheriff or city law enforcement when are they arraigned? Immediately? within 24 Hours? Night Court? Other circumstances?
Question 5. What is the current length for class 1 (10-=15 years of age)? What is the current length for class 2 (16-18 years of age)?
Opinion – Maximum incarceration class 1 – 10 days prior to trial
Maximum incarceration class 2 – 30 days prior to trial
Options to detention- 10-15 years old- to foster home in county or to parents with no priors and two parent families -one spouse working
Court hearings 30 days at least one hearing, no exceptions on procedural matters prior to trial
All court hearings the juvenile is represented by court appointed or personal attorney
Education/Evaluation- The county must coordinate with current school assigned prior to arrest, no school attendance must have social worker or psychologist evaluation prior to further court appearances
Case Development- prosecuting attorney assigned and defense attorney determined within 30 days of arrest or charges
All statements except police /sheriff’s report taken with Defense council present
Charges and options for pleading out explained to the natural parent if juvenile residing at parents address prior to arrest or charges
Concerns for local and county administration by a citizen of Prescott, AZ
